Cthulu was turning humans into demons via the phone, so he had a big telemarketing operation set up where his minions would call you and you would turn into a monster.

Billy went to work for him cause Cthulus phone was the only one that didn't register on Caller ID, so he could make prank phone calls without getting caught.
